Mr. Kanuri has a good idea.

Taking his norms one step forward, one would like to suggest a city where

1. there are over 500,000 trained english-speaking IT people

2. just as importantly, there are over 500,000 trained, talented, English-speaking, world-class content, marketing and business development people

3. where there is a unique "no-H1B-needed" waiver

4. where the cost of living is about one-fifteenth of that in central San Jose / SFO - and salaries are one-fifteenth as high

5. bandwidth costs are about the same as in the US on a dollars per baud basis, though supply may be constrained but is growing to keep up with demand

6. where there are committed VC funds of over US$ 1 billion just for local entrepreneurs In this place, start-up ideas regularly grow from a sheet of paper to a 35-person operation over 6 months for just about $100,000 - and result in companies with the same valuations on a dollar per eyeball or transaction basis as those in the Bay Area.

One speaks, of course, of Bombay - in my humble opinion, India's true dot com capital - and, if VSNL doesn't get greedy again, potentially one of the world's top places for net companies to build from going forward.
